Free Government Programs You Don't Know About

⭐ RA 11261: First Time Jobseekers Assistance Act
If you're a first-time job seeker, these are FREE: NBI clearance, police clearance, barangay clearance, medical certificate (at government facilities), birth certificate, marriage certificate, TOR and diploma copies, TIN, and other pre-employment documents.
How: (1) go to the barangay hall, (2) ask for a certification that you're a first-time job seeker, (3) show it at each agency (NBI, PSA, RTC, etc.). You can only use it once — plan out all the documents you'll get. Over 1 million Filipinos have benefited — pero mas marami pa rin ang hindi nakakaalam.
PESO — in every city/municipality
The Public Employment Service Office offers free job matching, career coaching, referrals, and job fairs. They're right there at the municipal hall — halos walang pumupunta. They're also the gateway to SPES and JobStart.
SPES — for students/OSY (15–29)
A summer/part-time work program: 60% of the wage from the employer, 40% from DOLE. Up to 52 working days per year + 1 year of free insurance. Apply at PESO — you'll need a birth cert, enrollment/grades cert, and parents' income docs.
JobStart Philippines — for 18–24
A full package for youth who are out of school or work: free life skills + technical training with an allowance, then an internship of up to 3 months with a stipend of at least 75% of minimum wage, plus career coaching. Apply at a participating PESO.
TESDA Scholarships (TWSP / STEP)
Not only is the training free — there's a daily allowance (e.g. ₱160/day in some courses) and a free toolkit at graduation. Courses: caregiving, tailoring, bartending, housekeeping, electrical, and more. Slots are limited per batch — ask your TESDA provincial office.
PhilJobNet — philjobnet.gov.ph
DOLE's official job portal — the employers are DOLE-accredited, so it's safer from scams than a random FB posting. The UI isn't great pero legit ang laman. Also check the verified DOLE Facebook page for job fair announcements.
DMW G2G — overseas with no agency fee
The DMW has government-to-government overseas postings (Japan, Germany, Taiwan, etc.) with no placement fee, since there's no private agency in the middle. Follow the official DMW channels — and always verify any overseas offer at verification.dmw.gov.ph.
